New version of pcsc-lite: 2.2.1

I just released a new version of pcsc-lite 2.2.1.

pcsc-lite is a Free Software implementation of the PC/SC (or WinSCard) API for Unix systems.

This version fixes some problems and missing features when using meson to build pcsc-lite (see pcsc-lite now uses meson build tool).
